Le indagini scattano immediatamente: dato l'eccezionale momento occorre assolutamente trovare un responsabile. E lo si trova: fa parte dell'unica famiglia povera a portata di mano. Discorso social-politico superscontato, senza talento e ispirazione. Chiti scrittore era un po' meglio.

La maestrina dalla penna rossa, racconta ad un suo allievo della seconda classe elementare, ormai nonno, gli episodi della sua vita, alla quale è intrecciata quella del maestro Perboni, suo fidanzato, caduto in Africa, nella guerra contro Re Menelik. Nella figura di Perboni, socialista, che per dovere civico, va a combattere e a morire per una causa che ritiene ingiusta, è sintetizzata tutta una generazione. Nella vita scolastica di questi insegnanti si inseriscono episodi e figure di quel piccolo mondo, che Edmondo De Amicis ha descritto in pagine indimenticabili, cui s'aggiungono i casi narrati nel racconto mensile "La vedetta lombarda". Dalla scuola il quadro si allarga a rappresentare, in sintesi, tutta la vita italiana della fine dell'Ottocento, con le sue lotte politiche, i baldi bersaglieri, la modesta vita sociale della borghesia, la modesta attrezzatura urbana.
