Two teenagers are playing by night in a dirty parking lot. After they are driving on an empty road, they start to tease each other on the way to the sea, but they seem to be too young to drive and the road is a bit strange.

A taxi driver, who recruits girls for an underground organization run by a distant descendant of Rasputin, suggests they visit the Rasputin Museum. The organ-grinder is gunning for the thief, and soon the piano, bomb, monkey, thief, and pistol-packing grinder are rolling down the road to the delight of maid and lover. The Scoffer

But before he leaves, he frames Wayne for one of the illegal operations he has done, and the innocent man is sent to prison for five years. When he gets out, Wayne has become angry and cynical.

Crooked Streets

Gail Ellis, a secretary, accompanies Professor Silas Griswold and his wife to China on an expedition to acquire antique vases. Curiosity draws her to the Shanghai slums where, unknown to Gail, her driver is participating in a scheme to abduct her. Gail escapes, but in the process is accosted by drunken sailors. Luckily, Rupert O'Dare, a young Englishman, is nearby and rescues Gail. He escorts her back to the hotel where he discloses his identity as a British secret service agent and proceeds to arrest the Griswolds for smuggling opium in antique vases. Gail then reveals herself as a member of the United States Secret Service and the two agents fall in love.
