Con la firma dei patti Lateranensi del 1929, Mussolini riuscì lì dove i precedenti governi liberali avevano fallito: riconciliare il Regno d'Italia con la Santa Sede. Nacque così il più piccolo Stato del mondo: la Città del Vaticano. Ma cosa più importante, la Chiesa di Roma riconquistò il suo ruolo di guida, non solo religiosa, nella vita degli italiani, condizionando così la laicità dello Stato. La riconciliazione ebbe allora bisogno anche di una manifestazione tangibile sul corpo della città: il 29 ottobre 1936, sul tetto di un palazzo, Mussolini inaugurò la demolizione del rione Borgo, dando la prima picconata per i lavori di costruzione di una nuova grande arteria nel centro di Roma.
