E proprio ad un rave viene trovato in possesso di droga durante una retata della squadra omicidi. Minks, il capo della sezione, in cambio dell'impunità, lo costringe a collaborare con lui nella ricerca di un serial killer che sceglie le proprie vittime fra il "popolo della notte", uccidendole e staccando loro i lembi di pelle ricoperti di tatuaggi.

A Tokyo una piccola gang vuole innescare una guerra tra la mafia cinese e la yakuza per sfruttare il conseguente indebolimento delle due opposte fazioni ed estendere così i propri affari. Ma, nel momento cruciale, non è lui a sparare all'uomo, bensì un individuo sbucato dal nulla che Mizuki scopre essere il suo vecchio compagno di orfanotrofio Shoichi, che in città ha assunto la sua stessa identità. L'uomo parte sulle tracce dell'amico in fuga e lo ritrova proprio nell'isola dove crebbero entrambi.

Imprigionato in seguito a un regolamento di conti, Ishimatsu fa amicizia con Imamura, un esponente della gang rivale Giyu, che al termine della condanna di cinque anni viene ad aspettarlo assieme a Chieko, donna a cui Ishimatsu è legato da un tormentato rapporto di amore e violenza. La caccia non finisce, ed è sempre più complessa per Kakihara che non può immaginare che il killer sia Ichi ("uno"), un ragazzetto timido e complessato che, sotto il condizionamento mentale di un misterioso manovratore, si trasforma in una brutale macchina di morte. Ossessionato dall'idea di confrontarsi con Ichi, Kakihara tortura chiunque dimostri di saper qualcosa sul suo conto mentre il suo rivale continua di nascosto a seminare morte.
